Is she walking yet?
If not, I have seen several cute outfits of animals...bears, bunnies, lambs, etc.
If she is walking, the princess route is always good.

My daughter will be 16 months this Halloween, and I got her a bee costume, but it's a princess bee. It's so cute, it's a dress with wings.

My son is going to be a puppy dog. If you run a search for "Infant Costumes" you'll get a lot of sites with TONS of great costumes.

A butterfly or a ladybug are really sweet costumes for little girls. If she has enough hair, you can put her hair up in ponytails close together and right on top to resemble antenea.

Purchase a hair band with "horns" dress her in a red sleeper...instant devil. Cut holes in a pillowcase...Boo you have a ghost. Die a "onsie" black or look for one in black add black tights/leggings, with an eyebrow pencil draw "whiskers" remember that hair band? Find one with ears...Here kitty kitty
