As the bullets bounce off his chest that is not a problem, yet the throwing of a small arm weapon at Superman is a problem.
It allows the weapon to get behind Superman, so that way the firearm cannot be used in a later criminal activity.
It alson allows the Metropolis Police to locate the weapon int use.

It's a practical joke on the criminals. He's messing with their heads. They shoot at him and the bullets zing to and fro, then he ducks the empty gun.
The criminals see it and go "What the...? Did you see that? Did anyone else see that? Why did he duck the...?"
They keep babbling about it even after they're in prison:
Nameless Thug Number one:...Then he DUCKED the GUN!!"
Nameless Thug Number two: My GOD! He did that to me, too. I was, like, What the...?
Nameless Thug Number one: Me TOO. That's exactly what I said. What the...?
Meanwhile in the Fortress of Solitude, Superman is laughing so hard he actually pees his tights. He's talking to Batman on the phone.
Superman: Then... I DUCKED the GUN. Get it? You should have seen their faces!
Batman: Yeah... um... that's hilarious Superman. It is everytime you do it. Look, I gotta gaze at the sky for a while. See if the Bat signal is on. It's part of the job. We'll talk later. I promise.

He wants to keep the gun in good condition for use an evidence. If it hits him it may be destroyed against his steel-like chest. Yeah, that explains it.

The same reason he looks at someone with x-ray vision and sees an image,even though there is no film for the x-rays to strike and the rays just keep on going and don't bounce back. Hmmmmmm.....
