ISo is not a compression it is an image of a cd/dvd you need to either burn with a program that can burn iso image files or you can load it as a virtual cd using a program called deamon tools

Well, its not decompress, but extract...

ISO are CD/DVD Images and not compressed files...

To extract them, you either need a ISO manager like MagicISO or PowerISO, or a new release of a compression utility that has support to ISO files such as WinRAR, PowerArchiver or ZipGenius [FREE of Charge]

Other tools include Daemon Tools, which is used to mount the ISO file to a virtual CD/DVD in "My Computer" - this feature is available in the new MagicISO and in PowerISO
Also, any CD/DVD-Burner should be able to handle ISO files and burn them [I personally prefer Nero]...
