I hired him to redue the cement on my driveway and around my house. I payed him and he dissappeared! He even changed his telephone number. He started the job but never finished. Where can I go for help?

That is really unfortunate. Unfortunately you must have hired a contractor without a license. You should always ask for the contractors license and make sure he/she is insured/bonded unless you feel you can trust them from references. You can contact your local Construction Industry Division to report this and you may have to file a criminal complaint. That is the category that this falls under for unlicensed contractors. Your local Construction Industry Division can assist you. Also just a thought: chances are he has had a past of skipping out on people you can do a web inquiry with your local court on line or in person. Records of individuals including criminal and civil are public records. It is very unfortunate whether your money will be recovered or not is a good question. Note to self, a reputable contractor/handyman will give you a contract and invoice, and ask for a percentage up front and percentage when completed. You always need a contract or receipt regardless of how big or pety a transaction is. Without a receipt you will have a hard-time proving anything in court. Although a verbal agreement is a legally binding agreement but hard to prove unless you have witnesses. Either way it is hard to get witnesses to appear in court on your behalf. Even though they say they will be there, taking time out of their work-schedules is another thing or the time in general to help you with your problem. Your local Construction Industry Division is your best resource to start off with and they will point you in the right direction. Best of Luck.

#1 call your state attorney generals' office.
#2 call your state contractors board office.
#3 call your local city zoning office.
