No - Our Founding Father was referring to those who were willing to give up rights to the English King and deserved neither liberty from the King nor safety from the King's representatives.

After 9/11, Americans willingly gave up liberties in the Patriot Act and deserve neither to have those liberties restored nor safety from any agent of the US (or Israeli) government.

what essential liberty have we had to give up? The only ones I know of are liquids in our carry one and I have to make sure I wear clean socks because I need to take my shoes off at the airport. We didn't have homeland security back then either. We didn't have terrorist trying to annihilate us, we didn't burn flags, children respected elders, we didn't have rampant abortions, kids went to school to learn, kids worked as hard any anyone else in the family, Unwed motherhood was frowned upon and not worn as a badge of honor.

I think he was refering to the way one should live a life or govern a country, and even if he was not specifically refereing to homeland security, it could be applied to that.
