Song is about kids being educated in concrete-walled, concrete-thinking institutions by oppressive authoriy figures who discourage abstract thinking and creativity.
The particular line you cite has to do with the stereotypically bleak, oppressive image people have of orphanages and boarding schools (analogous to Soviet gulags).
So if a kid doesn't eat his entree, that kid isn't getting any damned dessert. He can go to bed hungry for all the adults care.

It was intended to be a very over-used unpopular saying with the kids... No dinner no dessert kinda thing, The Wall was an excellent album, it was kinda chronicling the psychological trauma that led into a child becoming a repressive insecure sociopathic drug fiend with low self-esteem and a love-hate thing for his parents particularly his mum.
