Pink Floyd "Another Brick in the Wall"

Song is about kids being educated in concrete-walled, concrete-thinking institutions by oppressive authoriy figures who discourage abstract thinking and creativity.

The particular line you cite has to do with the stereotypically bleak, oppressive image people have of orphanages and boarding schools (analogous to Soviet gulags).

So if a kid doesn't eat his entree, that kid isn't getting any damned dessert. He can go to bed hungry for all the adults care.

It was intended to be a very over-used unpopular saying with the kids... No dinner no dessert kinda thing, The Wall was an excellent album, it was kinda chronicling the psychological trauma that led into a child becoming a repressive insecure sociopathic drug fiend with low self-esteem and a love-hate thing for his parents particularly his mum. Another Brick in the Wall part 1 was supposed to signify a feeling of abandonment and uncertainty about where to turn next...
Part 2 was a general rebel schoolkid anthem that gave you that school-boy ultimate daydream feel to it and kind of exploited the oppressed feeling any eight year kid gets when he is told something he doesn't want to hear...
Part 3 was an indirect cry for help that was supposed to break the grounds for a full blown drug addiction and the recurrent feeling of loneliness and rejection that came on strong in Hey You...
