An immature way to pick on people. Sometimes it's an initiation...after getting jumped into a gang, you gotta throw a certain number of shoes from opposing gangs families to be cool.

It means someone's sneakers stunk so bad, that the sneakers had to be thrown up high and out of smell's reach to protect the neighborhood.

you usually see this in messed up neighborhoods, places that have a lot of gang activity, drugs and murders. i grew up in a place like this and i've hung shoes on power lines. not for fun or just to pass the time, but because one of my friends had passed away, their was a drive by shooting and he was caught in the cross fire. i tied his shoes together and flung them on a power line to keep his memory alive and to show that he once called this street his home. so whenever you see something like this make sure to respect your surroundings because your standing in a street they once walked through.

It's an old 50's custom. Kids will throw their old sneakers to see who would hang them on the wires. Those were the "fun times" before Internet, video games and cellphones.

I don't think it means anything, especially since you see it in all kinds of neighborhoods; not just "the hood". I think it's just something kids do when they get bored.
