Your best bet in this case is to just install a fresh copy of XP or return the computer to factory install. You could uninstall all the programs and erase all the data files, but that will not clean up your registry or remove all the extra junk that has accumulated.

Just don't use soap and water. :) You're best bet would be to reformat the drive, since hidden system files that aren't used can build up. Alternatively, using third party software is the best bet, since many erasing software packages actually zero out data sectors, as opposed to windows, which merely markes deleted files so that they can be overwritten later, i.e. the data is still there until something gets saved over it.Just make sure that the erasing software uses some method of high-low(raises all locations to one then all to zero logically as per government standards) memory erasing

If you want to clean the C Drive the only way to do is to format the same. However, if you need to keep the existing windows then you won't be able to clean it completely. If you have windows Cd just reinstall the same. Its really very easy. If you need my help then

Try formatting the C Drive. It should be your main hard drive. To format it, follow these instructions:
click Start --> All Programs --> Accessories --> System Tools
--> Disk Cleanup.

If that dosen't work, go into Command Prompt and enter "format" next to the "C/:" icon, and hit Enter.

Either of these should work, if they don't, sorry. Try www.micrsoft.com.

Well, you cannot remove:

Program files
Documents and settings,
Windows
core system files like boot.ini, ntldr, pagefile

But before you delete anything, you should make sure you know what the files are and what they do.

there are file/folder shredders that you can download for free that will do what you want... but that can be a slow process since you want to keep your XP install.

Free file shredders:
