What you are seeing is tape. There are many colors of tape for the players to use. They wrap themselves to support their wrists. The tape also acts as padding for ground balls hitting them in the wrist. under the tape is a thin roll of foam which is applied first seperately. The foam roll is applied to cushion the wrist and avoid cutting off circulation. Players will wear that on their wrist open or with a sweat band on top. The colored tape is often a match in color to the teams uniform. most commonly white for home jerseys or grey for away.

Usually it's tape...most players tape up their wrists & then put wristbands over the tape.
