Education and smooth speech-making do not necessarily go together. Some folks just don't speechify as well as others, regardless of whether their speeches are written for them.
Of course, problems can also arise WHEN your speech is written for you, because you might not have the cadence and points in your head as firmly as if you had written it yourself. In addition, a speechmaker might write in a style that is not compatible with your particular speech patterns, or use idioms that are difficult for you to enunciate.

I think the trouble comes from the fact that the speeches ARE written for him. They are not his words and I think that's why he seems to stumble all over himself sometimes. I've heard a few things that he's said when the microphone is on and they don't know it and I think if they'd let him speak for himself he'd be more likeable.
Doesn't it bother anyone else that we elected this man to lead our country, yet everytime we hear him speak it's someone else's words he's saying. If we wanted to hear what his advisors had to say, shouldn't we have elected them?

having a speeh and being able to give a speech are two entirely different things. Yes, his speeches are written for him... but he's a horrible public speaker (not good for a president).

Some people are good at public speaking (e.g., Bill Clinton), and some are not. It may not bear any reflection on how effective they may be in other areas of life.
