Go into your registry. That's Start--> Run--> type in regedit.
Navigate to HKEY_Current_User-->Software-->Microsoft--> Windows-->Current Version-->Policies-->System
Look for a reg key called "DisableTaskMgr". The value should be a 0. If it's a 1, then, double click DisableTaskMgr and change the value to 0.
This will enable your task manager.

This is for NT, but also works for XP, just tried it on my machine....

Having the Windows NT Task Manager appear hidden when minimized.

You can easily have the Windows NT 4.0 Task Manager appear hidden when it is minimized. To do this:

* Open the Task Manager by pressing Ctrl + Shift + Esc.
* Open the Options menu.
* Click Hide When Minimized.
* Now, whenever you minimize the Task Manager a small icon will appear in the system tray of the Taskbar. To Restore the Task Manager, simply double-click on it.

Have you tried right clicking on the bottom toolbar? That brings up the option to "unhide" the tm.
