early spring is good and when you do move the trees and lay the lawn,make sure you buy the product called "superthrive" seriously that stuff takes any stress or chance of dying away from the process,look it up online its really affordable and really really works,you can use it on any grass or plant or tree,even if theyu are dying it will bring them back to life

That really depends on where you live and if you are sowing seed or laying sod. But either way - one thing for sure is that you will need ample water and cooler temps for a good start.
For seed, be sure to apply a good seed starter fertilizer a week or so before seeding. Mix seed with peat moss, broadcast over area and keep moist till roots have sunk into the ground and you have green fuzz.
If sodding, apply a good sod starter fertilizer a week before laying the sod, and keep watered if dry weather.

As for moving mature trees, it depends on what kind - some move easier that others not minding if their roots are cut. Best advice is to visit your local garden centre, with the names of your trees and they will advise you.

I live in Fla and was told by an excellent turf company that the best time to plant is between Oct. & Feb. This I did and the St Augustine came out great. I was told that if I planted in summer the survival rate was poor but good during this period. Good Luck

spring or fall for the sod. and the trees most likely the fall, but spring will work, just want to make sure you keep them really wet for a while so their roots establish well into the soil.
