if she is not fat just chunky/chubby and exercises atleast a half hr a day

how about 40 pounds its not mostly in one spot its all over loss not mostly one area

yes you most definetely can. I lost about 40 pounds at 20 and my skin has never looked or felt better. Make sure to do strength training mixed with cardio for your workout and take a multivitamin. At 16 you should never have a problem getting your skin back to normal :)

first of all, how tall are you? 37lbs stretches a 5'0 person's skin alot more than someone who is 5'11. so with the same 37lbs, the taller you are, the less likely your skin will stay stretched out.
yes, it is possible to loss 39-40 lbs without looking like fat-basterd on AustinPower. but you have to do it through healthy eating and exercise. that means it will happen overtime, you will likely to loose 2lbs a week. good luck.

The key is to lose the weight slowly. Give your skin time to adjust to the weight loss. No more than a lb a week

you cannot go on crash diets, losing
that weight in about 6 mos-1 year is best to avoid flabby skin!
