Call animal control. Your state may have a limit on the number of domestic animals w/out having a license to have them.. Indiana only allows you to have 3 pets. I'd call.

I agree with some of the others about contacting your local authorities. Since your other neighbors are having the same issues you may need to form a neighborhood association which will have more pull than you think. Or perhaps just a neighborhood meeting. Most states have laws for their yards including trailer complexes. I'd refer you to check your states statutes. If they are renting than it is altogether a different story because the landlord is suppose to be making sure the tenant is upkeeping the property. You can always file a small claims civil complaint providing that you have witnesses and having the support that the witnesses with show up to testify. If your local authorities cannot resolve this issue and all your sources have been used sometimes getting a judge to get your neighbor to take action is needed. Although besides witnesses it is very important that you are not trespassing. Simple things like looking into a neighbor's yard is indeed classified as tresspassing. If for instance you hire an attorney or file pro-se and your neighbor decides to hire an attorney you divulging the information of knowing their yard upkeep particularly backyard is indeed trespassing. Lawyers know the laws and have more control when one decides to represent themselves thereby counter-suing you for something you didn't know could be held against you. I'm sure this is a huge problem not to mention probably embarrassing when people come to visit you. Lawyers costs are misrepresented often. If a lawyer takes your case, they are taking it because it is a case worthy of their time. And when they charge a flat fee it is only for the time spent on the case. For ex: It an attorney works a total of 2hrs on your case and their hourly rate is $200.00 they are only going to bill you $400.00 unless there are added fees in the contract such as mileage, paralegal fees, etc. Lawyers seem to get a bad rap. While a firm may charge $200.00 an hour but at the same time each attorney is only making a salaried amount. You can even send a letter to your neighbor and give them x amount of time to clean up the mess. Or send a second letter and inform them that you will be taking legal action and make sure to save all correspondence and attach them as Exhibits in any event that deals with the law or court system. In any event this answer is personal advice not legal counseling or legal advice. You should not rely on public information such as this when making a legal decision. I recommend that you consult with a lawyer to get professional legal advice on how best to deal with your situation.

This is a toughie. You want to live in peace with the neighbors, but obviously they don't get the message. I would talk to them about the dogs at night waking you up, and just tell them if it happens again that you ARE going to call the Humane Society. Sounds like these people have other issues going on, and you have to be careful in how and what you say or do, or they may retaliate but good. You know or you would not be asking, that people like this never realize they are not responsible. Perhaps you could call the Sheriff anonymously to report. I do not envy you.

Of course, if you see rats running around, the City would be interested in that. :)

I take it these folks have a home they can't live in so they live in a trailer, a trailer is not considered a single family dwelling as in a home in a neighborhood. Get your neighbors together and you all should call code enforcement on the same day to complain have the name and address and the complaint(S) listed out so you get each one of them. Give the city 3 days to react then call again....everyone...THey will respond. There are ordinances against barking to excess in most cities they are not being a good neighbor so you shouldn't either...at least you tried..

Before you do anything check the Codes on the number of Animals one can have, and check the Code on animal waste and control, get all the facts right- then act- Keep in mind they will be allowed to keep a couple of dogs and cats, so the barking will not go away- and Cats will roam, and they will use any soft earth to poop and bury there waste.

I see this a lot. Call Code Enforcement (the mess), the Environmental Health Department (housing), Animal Control (dogs & cats), and Vector Control (rats). When you call make sure you tell them everything. If you are fortunate, they will all work together.

Being nice does not always work.

It's time to call the health dept., police, whoever. Most towns have ordinances on how many pets are allowed. And the waste and the rats are a health code violation. Get on the phone.

It really depends on where you live. Sometimes you can get something done, sometimes you can't.

You seriously need to consider the possibility that you might have to move. I know how screwed up that is but it might be your only alternative. Besides, if you do get them in trouble with the law, think about what wonderful friends they'll be from now on.

Call the city health department and/or your local Humane Society. If they are not listening to you and your neighbors, they will have to listen to them. It is unfortunate that it has to come to that, but in order for the majority of the neighborhood to have peace, you will have to have a resolution with these neighbors. :)
