It can appear to shrink if you become grossly overweight. The fat on your abdomen can also push out the pubic area, leaving less of your penis visible.
It will also shrink in cold water or if exposed to cold - this is a normal protective action of the body. When you warm up, it goes back to its normal flaccid length.

As you get older and maybe heavier, it may have the appearance of shrinking, however I don't think it really does.
