I am in a bridal party whose members are mostly short (under 5'3"). The bride wants us to wear full-ballroom length dresses but I think a shorter dress, like a tea length would be better suited to our short stature. What do you think?

Go with what the Bride wants...it's not your day, it is hers, and you will never wear the dress again anyway

The length of the skirt is a minor issue. What's more important is the cut.
If she has a large range of sizes, like one is a 4 and one is a 16, then try a slimmer skirt than the full ballgown. A-Line or Princess long dresses will look better if the maids are different sizes.
Or maybe try Empires if none of the woman are busty. It adds height.
Ballgowns and Sheaths only work well when all of the woman are about the same size range and height. There should only be a couple of dress size differences between the smallest and the largest bride, and a few inches in height from the shortest to the tallest.

She could also let each bridesmaid pick her own dress, and just dictate the color and length. Like you all have to wear a blue floor length dress. Then let each woman pick the style that flatters her figure the best.

I'm 5'4" and I can tell you from experience that long dresses can be flattering as long as the cut is right. A full length monochromatic dress adds height.

Unfortunately, you are supposed to wear what the bride ask you to wear. It is her wedding. Although I agree with you, there isn't much you can do except drop out of the bridal party or wear the ballroom gown. If you are having to pay for this, just tell her you can't afford it. If she is paying for it, then give in to her desires, because, like I said, it is her wedding and she must think a lot of you or she would not have invited you to be in the bridal party? Bless your heart.

Either a long slim dress with a V neck or one just above the knee will work. Wear a pointed shoe to elongate your look.

For shorter women, slightly above the knee is the best length

Knee-length would be your best bet...don't go full length, you'll look tiny!!!
