This is a can of worms question if I ever heard it. I've been in so many arguments about what it really means. To me, it is a dismissive term, and usually people use it when they can no longer maintain their position in an argument and can't concede defeat. But I'm sure you'll get many opinions on it.
Of course there are people who toss it around casually "you want to come over and hang out or whatever?" but that's just crappy conversation.

"Whatever" seems to be used by people of low intellect and no capacity for expressing themselves in arguments or confrontations and accusations. Said many times on The Maury Show and Jerry Springer Show. They have no answer so, "Whatever".
