Are you positive that he likes you? Or are you two just really good friends? Sometimes being friendly can seem like flirting. You need to be positivly sure that you both like each other and could be serious in the relationship.
Next its up to the boy. He has to decide if he wants to break up with your friend to be with you, or just stay like it is. If he really likes you he will break up with other girl.
If he does break up with her, then you are faced with a challenge. First things first, wait a while. Like maybe a month, but at least a week. Then approach your friend and ask for her permission to date him. If you value your friendship you will make sure she is ok with it.
If she isn't and you still really want to date him, then you have to decide which is more important to you. But be sure to try to keep the friendship up. If she doesn't understand, she may just need more time to get over the break up. You don't want her to feel used by her boyfriend and her best friend.

You need to leave the situation alone. There are a lot of other guys out there. You should never flirt with your friend's boyfriend. he should not be flirting with you either. Is that the kind of guy you would want to be with. Tell your friend and move on.

you respect your friend sweetheart and back right off, including the flirting, these type of questions are asked by people many times, I can tell you through experience to back off, friends are hard to get, boyfriends pretty easy, mess with your friends and you will regret it honsestly, the other way to answer your own question is to swap places, imagine you are going out with this guy, and your mate and him are flirting all the time and he leaves you for her, how would you feel???,exactly !! now you have your own answer, be pleased for your friend and find another dude to give your love to,, im sure you have plenty to give or you would not be asking the question,
good luck and keep smiling x

You need to leave that entire situation alone. If he is willing to flirt with you while dating your best friend, then please believe he will do the same to you! When I was younger we had a certain code, and friends just didnt date their friends boyfriends, even if they are an ex. My best friend and I have stuck to that code, and we've been friends for 13 years now.

Dont mess up the friendship you have over a guy!
if the guy would like you more than the girl hes already going out with then he would ask you out insted but as i understand he hasnt. so either wait for him to make his move and if he does then talk to your friend. or just move on!
GooD Luck!

Stealing your mates boyfriend is WROOOOOOOOOOOONGGG! She and your other friends won't ever forgive you. But she shouldn't be with someone who likes other girls. Would you want someone like that?
