Being stuck in handcuffs is independent of guilt or innocence. It is a police procedure that is often used to detain someone who is under arrest, which is not a verdict. (Indeed, material witnesses may be arrested for their own protection without any charges brought.) Usually the police have to have either an arrest warrant (granted by a judge) or have reasonable suspicion (granted by the judicial system as a whole) to place someone under arrest, so rarely does anyone question the need for temporary detention, which is not the same as punishment for a crime.

You have been charged with a crime...

It is department policy to cuff...when you are not cuffed and are still arrested (taken into custody) the officer is operating outside of most department guidelines.

Furthermore, you have been arrested. Which means you are restrained in order to answer to the potential charges against you.

Though it may feel like it, police do not punish. They are officers of the court... The court wants a crack at you. (DA)

When you are stopped by an officer and given a citation that is technically considered an arrest you sign the ticket promising to follow up to answer to the officers charges usually the payment of a fine.... No cuffs

You don't get handcuffed every time. Sometimes people are arrested and go in of their own will. The handcuffs are just to get you in. After that, you have a hearing where, if the judge thinks you won't run out of town, will let you out on bail.

cause you have to be detained till the truth is found out. Also, if your guilty are you gonna hang around til the truth is found out ? No people are gonna run away.
