A very intelligent person may grow up in an environment that withholds resources for learning, but that doesn't make them stupid, just uneducated.

What do you mean by stupid? Do you mean lacking knowledge? In which case the answer is obvious. Do you mean unable or unwilling to learn? In which case the statement is quite simply false. Do you mean lacking in intellectual capability? In that case it is because the brain develops as we get older.

The reason why an IQ of 120 rather than 100 is reconed to be smart is because it is above the average. Though their are questions as to the reliablity of IQ and the use of IQ in this way is pointless as deciding where "smart" is is a purely arbitary choice.
