This must be done by Sewing it back on- glue alone will not work. If you must try, go to a Shoe Repair Service - not many around I know. It will take an Industrial type adhesive to work at all. Remember it must be water proof, be able to flex , and so on.

There is a product called "Shoe Goo" that works pretty well...or call a local shoe repair and ask what they typically use. Also, try surfing online for shoe repair and you may find some good information there too.
