change top address bar to English UK/USA
bottom to English
click 3 rd tab (advanced)
change address bar to English
tick bottom box (apply all setting to the currant user account and to the default user profile)

If by re-configure you mean the advanced function keys in multimedia keybaords then I have the answer.
1.You must have probably got a CD and a user's manual with your keyboard.You must first install the CD.Refer to the user's manual for instructions on how to install.If you have already installed this then don't pat attention to this step.
2.Next open the keyboard program to configure the function keys.
You will have to again refer to the user's manual as the methodology differs from keyboard to keyboard.
3.If this does not solve the problem then you can also find some support from the company's website.

it's in one of the options in "Control Panel"
But This Can Usually Only Be switching the languages or Function key assignments.
(I don't think you can reassign the letters or numbers)

Theres one "icon" in control panel saying keyboard. Try to play around there to meet your requirement
