Kissing and touching without getting off or penitration. Touching is still sexual...but without orgasm or penitration it's just foreplay.

I would say oral sex or penetration of any kind is sex, but I have known a lot of lesbians that say they have sex with someone when all they do is foreplay. But oral sex isn't considered "sex" in the hetero world, specially if your Bill Clinton
