I'd guess T11 EWC for the first one, with a black dot between the two 1s.
The second could be S8?4 NCH. Not sure about the middle number.

It is illegal in the UK to alter the appearance of a number plate's letters or digits, or the spacing of them, other than that which is defined by the licencing authority.
The guidelines are very specific. However the penalty for 'playing' is extremely small if the police do decide to stop the driver.
Also, it is not an endorsable offence, so a wealthy person can continue to display their 'personalised' version indefinitely.
The evasion of congestion charging is an interesting possibility...!

they are possibly peronalised number plates i have seen one that read STOLEN but it was actually sto 7 en as for the legality it is all down to the size and spacing of the lettering
