Think about it this way. You have two options.
1. Assuming that it is a plastic one because it is torn. You can spend five minutes going on here and maybe a total of fifteen minutes checking answers. Then go down the the hardware store, spend an hour and $10 buying the grommets. Spend a half hour installing the grommets. Half an hour cleaning the soap scum off of your old curtain.
or
2. Spend half an hour to go pick out a new one for like $10. Then spend 10 minutes installing it. Everyone is happy because they have a new one that is not all covered in soap scum.
It's your choice but I think mine would be obvious.

Yes, they are called grommets.
You can purchase them at a hardware store, and they come in pairs. You take the one side and put the shower curtain in it then put the other side on, and with the metal rod that is provided, you smake it with a hammer, and it seals into a grommet. Then, put your curtain ring in it and hang it up.
I've had a pack I bought for years and its come in handy quite a few times.

you can buy new grommets, aka the metal things that go around the hole. they can be found in a hardware store. but, it might be easier to just spend the money and buy a new curtain.

Yeah I think so. The ones I'v seen are metal that you pop together. I think you can buy them at any hard ware store. There just litle rings that you put on either side of the whole and then push them together.
