You can't uninstall IE since Bill Gates said it is part of the operating system. Install Firefox and make it the default browser and don't use IE anymore. Delete the shortcut icon of IE to the recycle bin and empty it.

You don't "need" Explorer, but if it isn't being a pest, why not leave it. If you really must get rid of it, use the control panel>add/remove programs option, and to be certain, open your C:/programs/ folder afterwards, and rename the Internet Explorer folder with a name that you will remember; in a few weeks time if you have no further problems, delete that folder.
If IE is opening when your computer starts, and you want to have it open Firefox instead, delete IE from the "startup" folder on your Start/Programs menu, and drag'n'drop Firefox to the startup folder.

I presume you are questioning the need for Internet Explorer (IE). You still need it and you can't get rid of it as it is embedded in Windows. You can, of course delete the desktop icon that is it's shortcut. You'll need IE to update Windows.
