No. If you delete a file on your computer, it is marked as available space by the operating system. It is still there until it is written over by something else. You can buy a security program to do that. Be aware that there may be extra copies of the document in a print cache if you printed it, or as backup files in a word processing program.
If you emailed it, then it will be floating around in cyberspace forever and may never really be deleted.

I don't know the technical terms, but in short the answer is NO. What happens is that the sectors on the disk are no longer protected and they become available to be overwritten with new data. This is why deleting your files isn't enough, and also why you can recover images from SD cards or files from a PC. Unless the sector is overwritten with data the previous data still exists.

Assuming you also deleted it from the recycle bin is still is not gone forever. All you are doing is deleting the marker that tells the system where is is, kind of like whiting out one piece of the table of contents. There are a multitude of programs that can undelete files.

No. When you delete something, it's still on your computer -- the only thing that happens is the link to it has been erased. There are all kinds of utilities programs that you can use to recover deleted files. The only way to really get rid of files on a computer is to format the drive, and formatting erases EVERYTHING on the drive.

it goes to the recycling bin. the only way to delete something is to go to star, control pannel, add/remove programs....This will delete them much better than just the recycling bin. A cmpputer tech could find it still, but it's a lot harder.

It depends on the size of your file.If your file size is small, it will go to the recycle bin.If it is large enough, it will not go to the recycle bin, instead it will be deleted. But using file recovery softwares, you can again retrieve your deleted files.

No. It's only removed from the directory. It remains on disk and can be retrieved. Some systems have a provision to "claw up" (overwrite with gibberish) the file. This takes time.
