I don't know about Baltimore, but look in the yellow pages for anyone that sells theatrical make up. They will have larger quantities cheaper than most cosmetic counters. I am with a theater group and we use it all the time for this purpose.

Try a full-coverage foundation. This one, from m.a.c cosmetics, is made for the face OR body and says it will cover birthmarks, scars, etc. It should work for a tattoo. Here's the link:
