I'm painting a silver bumper white, and I don't want to do more work than necessary, the bumper itself is black.

well first of all u do wanna sand it use a fine grit sand papper that u can get at walmart then after sanding wash it off let it dry and spray it with primer if u get any paint runs in it wait till it drys take the fine grit sand papper and wet the area where the run is and the sand papper and try to sand the run out! wash it and then paint it white agian if u have any runs after it drys wet sand them beshure to spray light coats letting them dry befor spraying anouther

No its not necessary, you will need to sand it smooth and have the area uniform, if you sand directly to the Plastic or metal you can get waves in the paint. I would really suggest taking it to a body shop. It is not such an easy process. If you do it yourself just make sure to sand the bumper smooth, do the whole thing dont miss any spots, then apply primer, then sand again wipe it off, then you can paint.

I really think you should go to a body shop. but good luck

There is no need to sand all the paint off, just scuff it up with a scrubby pad and put the base coat right over that. There is no need for primer unless there is body filler or bare substrate showing.

No, don't sand it at all to get the paint to stick.

As a matter of fact, why not wax it and then spray silicone lubricant all over it so it will stick better.

Jeeze, at least rub a little sandpaper over it.

no..... u dont need to do that
u just need to coat it with thick white &then spray the paint of your desired choice
if u need a metallic lusture u have to spray a silver over the white

I believe that you can just scratch the surface enough to get the primer to stick to it...if I remember correctly, when we went to paint ours, we just scuffed up the paint and put primer over it.
