i want to know name of website where i can upload my pics and resize them.

I would resize them BEFORE uploading. Just use Microsoft Paint. Then upload them to something like www.PhotoBucket.com .

yahoo offers a gud service you can use photos in the yahoo home page but no such site allows you to resize the image after you upload them.

Yahoo's 360 allows multiple image posting for example.
I guess, to really help we need to know intent.
