why did african americans celebrate the emancipation proclamation in border states of missouri, kentucky, delaware, etc. How was freedom attained other than by the proclamation?

The emancipation proclamation did not free very many slaves - it only affected areas not yet under Union control.

However, it was celebrated because slaves in the border states felt that their freedom would be coming soon - in fact, all Union states other Kentucky had freed their slaves via legislative act before the 13th Amendment was ratified.
