You can buy a dehumidifier to get rid of the damp first of all... then try burning candles or something! Keep it heated down there to keep the damp away.

First- wash all surfaces with bleach- Kill off all the mildew and mold that is causing that damp smell. Get a dehumidifier to help keep the basement from moist agin. If you want to do it right, paint your basement with a waterproofing paint, including floors.

If you have any bare earth, cover it with plastic, or concrete over it after you have covered it in plastic.
Bare Earth is a good place for moisture to come up into the house. I would also get a dehumidifier for the place, and have it drain into a drain, or deep sink.
Get a lot of ventilation down there if you cant cover the Earth, so that it has a chance to "dry out". You will find, that if you have too much moisture in the house, mold will start to grow and cause a lot of Major health problems!
Lung damage, heart disease, sleep disorders, and a lot of other things will happen if you get mold and it last too long...

Is it finished basement or dirt? We have dirt and when ours gets that damp smell to it we sprinkle powdered lime all over. Does a great job. Don't know what to do for cement floor. m

A dehumidifier and activated charcoal it is a proven sytem ask a insurance repair specialist this is whwere I got it from cleaned up a storage area in about a month and now always is fresh
