Most electric hot water heaters have two elements.
Turn off power at the circuit breaker box. Remove cover(s) on side of tank and adjust the setting to around 120F with a screw drive. reinstall covers and restore power.
Also, If you want to reduce your electric cost even more. Install a timer that will turn off power at night and then turn it back on again when you want. I did this and saved over $40 per month. (Sears sells them)

If you have access to the water heater, there should be a thermostat on the water heater. In some apartments they use circulating hot water, and the water heaters provide hot water to all of the apartments, and you can't control the temperature to one apartment. And yes it would save energy.

You need to find your hot water heater tank. It has a valve on it to turn down the hot water. Anytime you use hot water it uses the elements to heat the water and yes, uses more electricity.

I think it has to do with the water heater. Don't try to do it yourself - probably dangerous. But we had the opposite problem, not enough hot water. The maintenance people came while we were at work, but again I think they turned it up by doing something to the water heater.

There is normally a thermostat on the front of the heater at the bottom where you set the temperature you want. Some people suggest setting it as low as 115 degrees F.

There are numbers on your temp dial. Turn to a lower number.
It would help a little with electricity. Maybe $1 or 2$ a month. m

Turn down the temperature on your hot water tank, if you have one in your apartment. This would also save on electricity costs.

Find the water heater. There should be a dial on the heater that will let you do just what you want.
