Theres probably a couple of different things that could do this for you. On the mac, anything with an isight or imovie would do the trick nicely. On the pc, any of the instant messaging apps that use video web cams will probably do the trick. Any apps related to the logictech series of webcams could do this too.

I'd go to download.com and check out cnet's selection of free apps that would do this.

File size and resolution varry when dealing with the web and email. So you may find out you'll have to smash the video quality down something fierce to put in an email and send it.

You could upload it to a site like youtube and then send your friends to the youtube direct link as well.

When you attach a file to email, you can attach any format you want. There are only two considerations, firstly it has to be small enough to be carried by email, I think that's 10MB at the moment, and secondly the recipient must have the application to play it. Like windows media player in your case. Even then, especially with video's, the recipient may need a special codec. But if you record the video with software from a common enough publisher, like Microsoft or Adobe, chances are the software required to play it will be built into windows.
