Neither support PHP at this time and media files could be stored off-site and hotlinked in.
Photobucket recently started hosting both images and videos and allows hotlinking.
As for mp3s...you might try Ripway.com but I'm not sure how good they are about their hosting.

The problem with Free hosting company is that you do not have control over your website, and you can find that your webpage is not available for several hours to several days.
In general, those free web hosting accounts are not reliable.
A good cheap web hosting:

try 1&1, fasthosts or lycos. These are all EU based and all offer fairly low cost hosting that supports PHP/MySQL. I'm UK based and I have used all of the above and they are all OK. They all offer a control panel that lets you set up your databases and they let you add various PHP/MySQL based tools such as CMS and other portals very easily. I have been using Lycos as my main hosting provider for several sites I run for 5 years without any problems.
