Microsoft Frontpage is easiest tool but it doesn't support multiple server scripting languages. If you are a professional WebDeveloper or Designer then Macromedia Dreamweaver is the best tool for developing any kind of web site because it supports multiple scripting languages like: JavaScript, PHP, ASP, ASP.Net, JSP and ColdFusion.
With MS Frontpage designing becomes very much easy. But the generated code is not much clear to the designer or developer. So it does not provide much flexibility to your code. With Dreamweaver the generated code becomes easier to understand and it also provide reference manuals for scripting.
Thus, nowadays Macromedia Dreamweaver is most widely used by many web developers.

Frontpage creates the worst HTML known to human kind.
If you want something that will create good code that won't break, go for Dreamweaver. If you want to actually learn HTML go for a text editor (notepad will work, but for a beginner I recommend downloading a text editor that does text highlighting and code completion, check out http://www.download.com/ they should have lots).
If you want information on the tags and the HTML standard, go to http://www.w3schools.com/html/ The organization behind this site, the World Wide Web Consortium (W3C), is the organization that created and maintains the HTML standard and says what tags can be used.

I do not know if this is really the most easiest way to build a website, but it is for sure a lot easier than Microsoft Frontpage:

if you are begginer then i suggest you go to bravenet.com it will give you good domain name, plus it has easy to use layout selection and other wizards which are very easy....
what you have to do is you have to select styles, patterns, colour combinations, your site logo, fonts and fill information . all this things are available online...(they have online web development wizard tool) BEST of The Best.......Try it..its great..
