Well, if you're gonna have a shot, then the beer is a requirement in order to wash down the taste of the shot. However, if you're going to have a beer, you don't necessarily have to have the shot, but the shot could add some kick to the beer. Might be worth making a "Boilermaker" (shot glass of whiskey inside mug of beer) if you're having whiskey as the shot, but this wouldn't work for Rum, Vodka, or Tequilla.

I would have the shot first, followed up with the beer...that way by the time you finished the beer, you'll know that another shot shouldn't be necessary.
