Mongols ruled a large territory
The British had so much the Sun never set on the Empire for hundreds of years

Rome. Chinese had some power trippers, but Roman Republic was stable for 500+ years. That is like the record for Empirical Rule. And some of the leaders were actually elected.

I'd imagine the roman empire. Any empire that could control that much area with out guns or cannons has to be the strongest. It also lasted the longest I believe.

I would have to say the Roman empire. Not only did it give us the very word "empire", but, unlike Hitler's "1000-year Reich", it actually did last for 1000 years.
