Yes, it's legal. Federal inmate records are public information.

For Federal inmates, it IS legal and just in case anyone else is interested, In most states, it is perfectly legal but in Florida, Arizona, Oklahoma and Tennesee (along with a few other states that don't actually forbid it, but don't approve, either) it is a violation of either state law or Department of Corrections policy for an inmate to have pen pal ads, paid for or not, and it doesn't even matter if the inmate isn't aware of the ad.

You can put the ad here http://prisontalk.com/forums/forumdisplay.php?f=297 for free and a lot of people have gotten good results.
Good luck.

No it's not illegal. That information is a matter of public record and you have a first amendment right to free speech, even if it's on the internet.

If you look at outlawsmc.com or any other biker site you will see lists of all kinds of inmates names and addresses who they're trying to get mail for.

They actually have web sites for them. Or they do for women anyway. Prison babes. Also back of magazines like the Rolling Stones, or Biker mags. Perfectly legal.

It's legal

There are groups who do prison outreach and there are people who are interested in corresponding with inmates so if you start a page for him, I'm sure he'll get responses.

There are already sites that are specially for this purpose so you can also check them out.
