If you have been to family court you can petition the court to take the child's passport and order they child not be removed form the country withour the court's permission.
However, be advised, if your spouse has full custody they can get a new passport for the child. And while risking contempt charges, it is not kidnapping if the other parent has full custody and they US will not ask for an arrest and extradition for a contempt charge.

Very difficult: it would take a court order, probably endorsed by a federal judge since a state judge can't "order" the Feds to do anything much.
"The Department of State’s Passport Lookout Program can help you determine if your child has been issued a U.S. passport. You may also ask that your child''s name be entered into the State Department''s Children’s Passport Issuance Alert Program. This will enable the Department to notify you or your attorney if an application for a U.S. passport for the child is received anywhere in the United States or at any U.S. embassy or consulate abroad. If you have a court order that either grants you sole custody, joint legal custody, or prohibits your child from traveling without your permission or the permission of the court, the Department may also refuse to issue a U.S. passport for your child. The Department may not, however, revoke a passport that has already been issued to the child. There is also no way to track the use of a passport once it has been issued, since there are no exit controls of people leaving the U.S."
Also, if your spouse has a different nationality, s/he might get a passport from that country's consular office.
If you get a court order preventing the child's departure you could perhaps notify airlines. But there are so many of them, and there are land borders too.
If you are British or some other nationality the issue becomes that much more intractable. There are (for example) thousands of mothers whose children have been abducted to Arabia and other Muslim countries with virtually no hope of seeing them again. Many web sites are devoted to the issue.

Well first you have to talk to the kid not to go with the father then look into it where you got hte passport and tell them to notify the airlines and things like that if they do see him with the father he should be detained imidiately.
