I would take pity on him and get them in a size that is appropriate for him. It can do some damage but over a long period of time and no moreso than to a woman wearing too tight undergarments.

No clothes are construct of the society you are in, other countries and cultures wear skirts etc... that we would call feminine. It is perfectly alright maybe if he wants a chance to have children in the future he might limit the tight knickers though.
It doesn't mean he is gay or he wants to be a girl or anything else, it is him expressing himself in the way that he feels comfortable.

He could be one or 2 of variety of things:
1. He could be a straight guy who enjoys cross-dressing
2. He could be gay who enjoys cross-dressing
3. It could be that he feels he was born female in a male body - this is a little extreme of course.
(I knew a guy in college who dresses up in women's clothing because he felt he was born in a male body, but should have been female. Now here's the kicker, he wanted to be a female so that he may become a lesbian! Just for the record, no doctors in the U.S. would perform his sex-change because he past his window of opportunity - he was too old [I didn't know there was an age requirement for sex-change] to have such surgery performed on him. True story! This was in University of San Francisco back in the 90s in case you really must know)
4. If he's young, he's just experimenting and he could be either straight or gay in the future. I've known straight guys in my youth who had dressed up in women's clothing and turned out straight. Hence forth, "straight cross-dressers" I guess...

there is no harm in his dressing like a girl althopugh some scientfic evidence says that wearing tight underwera can actually affect the blood flow tho his groin and thus affect stearilty and possibly cause impotence later in life

he wont do damage as long as his sperm doesn't get too warm that would make them unable to fertilise an egg. policemen and golfers wear tights on the long cold days .
is he the same size as you maybe he will lend you some of his pretty clothes.

I've heard that tight clothing can impact a man's ability to father children... something about cooking the sperm... But hey, if it makes him happy. Just make sure he stays out of your closet.
