The situation is this; I have know the guy for 7 years and we have always been a bit more then friends. It has always been me that has chosen not to be with him although there have been opportunities before. He now has a long term girlfriend and is in a relationship that doesn't really seem to be going anywhere. They don't live together and neither are prepared to move to where the other one lives. I think they are just 'making do' because its easier than breaking up.
I feel stupid that I haven't done anything about this until now and I don't really know what to expect but I just think he should know how I feel and be given the opportunity if he wants it. If he doesn't take it then I know how he feels.

Well I think you didn't want him until someone else had him. You said no up until this time, what exactly has changed. I would think long and hard about telling him. You could ruin his chance of happiness. You say they are not happy because of your reasons not theirs. Leave him alone. Once you have him you probably won't want him again and that would hurt him and your friendship. You knew how he felt before but you didn't want him. You just don't want anyone else to have him now. A little selfish isn't it?

If you feel like you are really in love with him and are ready and able to make your relationship into more than what it is right now, than YES, tell him how you feel..remember think twice, speak once...and if he feels like he needs time to think about what you've told him...give him this time, don't pressure an answer out of him...just cause he doesn't respond in a positive manner right away, doesn't mean that he is rejecting you...good luck...

On the outside it may seem not to be going anywhere but it might be going places, you need to stop speculating and ask him how are things with this girl, if then he tells you things are not so good the realtionship is not going anywhere, then you can say these things.
It is your decision whether to tell him that you are in love with him or not and what ever his decion is then you have to accept that. If he stays with his gf then I suggest you move on to another territory and look for another guy.

if you all have been friends for seven years it should be easy, for you to be in an long relationship together. you should know his likes and dislikes. is he the type of man you would want to marry? that is something to think about. to answer your question, yes.

After seven years, you both ought to have a pretty good idea of how you would be together. You should each ask yourselves, "Is this the one I can't do without?" It it looks good to both of you, talk it over together.

Be honest tell him how you feel and how silly you feel for not doing anything sooner. all it can do is show him how you care the next step is up to him
