If you read (who does?) your entire agreement, there is almost absolute certainty that it says that the cc issuer can !! change the terms at any time!!! The card holder will be notified (do you look at all those little papers that come along with your statement?), of the changes and if the holder continues to use the card he is ageeing to the changes.
In effect ---- Nothing is fixed!!!!

They would not do that because if you suddenly became a credit risk, there would be no way for them to recoupe their losses. In fact it does not remain fixed even if you use it regularly and pay it off regularly!
The best you can do is ask them to lower it every so often.
