HTML may look confusing at first, but after a few lessons learning the basics of HTML it will seem easier and easier. I began learning HTML at 13, just by using MS Notepad and then moving onto Macromedia Dreamweaver. But don't get puzzled by all the different languages, CSS is just to tart up HTML, and well as for Javascript most of it is being replaced for pure CSS anyways.
A few links to help you out (why waste money on books when great web design tutorials on the Internet are free!)

The html codes are easy to master. It's not as hard as programming in C. If you want those professional websites that have all the fancy stuff like popup menu, transparencies, etc., then it is a whole different story. You need to learn javascript. It is harder than writing html codes. It takes time and patient to master the skill. For beginner, just stick with html first. Have fun.

very easy to learn basic html web design, you can easily learn it by looking at webpages designed specifically to teach and give tips. With a little practice you will have all the tags memorized and you will have no problem advancing to the next level.

really easy. If you know nothing at all, there are sites out there that give tutorials or you can pick up "HTML For Dummies" which will give you step by step processes for the non-technical people and its easy to learn. Many sites now aren't using a whole lot of html due to browser issues. Most have updated to DHTML, XHTML, or CSS, which aren't hard to learn either.

its actually not that hard, you can learn the basics on your own from a book or web page. If you are really into it you can learn more intricate stuff like javascript in a class.
try "Web Design for Dummies" or "Idiots guide to HTML", from your book store.
or webmonkey.com has some good tutorials.

Very Very Easy.
Get HTML for Dummies (the latest edition).
Not only will you learn HTML, but you'll also learn CSS, and you'll experiment with JavaScript. Don't let all of these languages scare you. There's only and intro to JavaScript in it, and CSS is almost like HTML. CSS complements HTML. Read that book. You'll see.
Good luck!

Easy
Just use a program called Microsoft Frontpage. It simply creates a web site. Its just like putting pictures and texts into word.
Or you could use Microsoft Word, Excel or Notepad (HTML way)
Check out my website which was done on Frontpage
