I don't think it's very intimate but I can lead to more intimate things. It's all how you make it out to be. Talk w/ the person before cuddling and make sure you are both on the same page.

yes, that is intimate, and it can bring close feelings. Its letting yourselves be comfprtable with eachother without having to do anything, and sometimes thats even more intimate than having sex
