For me, I think truly beautiful people are humble, graceful, polite, well mannered, yet kind and compassionate. It's all about the aura.

Genuine warmth, being able to see compassion and joy in a person.

It depends on the definition of beautiful. It could be limited to the physical appearance of someone, or be broadened to their personality, among other things.
Dictionary.com defines 'beautiful' as: "having beauty; having qualities that give great pleasure or satisfaction to see, hear, think about, etc.; delighting the senses or mind: a beautiful dress; a beautiful speech."
Using this definition, I'd decribe someone as truly beautiful if they (were a girl: I'm a heterosexual) were pulchritudinous; had a great personality -- one that I'd like and that would suit me; had a great voice, one that I'd love to hear, whatever mood I would be in; had cute habits and were great to think about, and could cheer me up at any time of the day.

Your personality. Just because they look like a million dollars on yhe ouside doesn't mean their personalities and their attitudes are worth a million dollars on the inside. Why don't they invest their time upgrading their personalities and attitudes toward other people? They may pay off in big social dividends.

Its only the inner heart and character matters. beauty is only skin deep. So, I would suggest that external beauty is not as important as inner beauty.
