You don't actually need to do anything. However having a formal committee will give the group credibility if you ever need to deal with bodies like your local authority or other organisations from the voluntary sector. Most areas have a council of voluntary organisations (or similarly-titled umbrella organisation), which in turn belongs to the National Council for Voluntary Organisations (www.ncvo-vol.org.uk), and they help groups to start up, and can sometimes give a small grant for that purpose. They will advise on creating a constitution (which determines the rules and powers of the group), and they tend to suggest a model constitution devised by the Charity Commission (www.charity-commission.gov.uk). The model constitution is good, and it doesn't matter that you may not wish to be a registered charity.

If you are looking to start mainly a ladies social group, why not look into starting a chapter of Beta Sigma Phi? BSP is the world's largest women's organization and it is a non academic sorority with chapters all over the world. Head office will help you set up a chapter in your area or give you information about chapters that already exist that you could join or who could help you in setting up your own.
Beta Sigma Phi is for women of all walks of life, ages, etc. and is a great place to form lifelong friendships.
For more info check out www.betasigmaphi.org.

Good Luck!

Start from your immediate family. If they buy your ideals for the new social group, then you can be rest assured that the rest of the community will.

Charity begins at home they say.

Well, it really depends what you want to do.

First, I would just send out queries through friends and see what kinda responce you get, and go on from there.
