Every departing President wants his programs to continue because it takes so long for them to come to fruition. The best way to insure that your programs blossom is to help a like-thinking person succeed you.
This is done by the President's party and with the help of the lame duck President using time to campaign.
This is normal.
It happens in all cases.
It's the name of the game.

Yes, that's exactly right. He'd like people in there who won't hold up the process and slow everything down. The longer we're over there, the more people who die, and the more money it costs. If we can keep going at a fast pace, or faster pace, it will be less painful and end more quickly.
