Now to your question, I had no idea what it meant and am glad to have learned something today. I would suggest that particularly in testing new products, especially those that come in contact with humans or animals, require severe testing in order to prove that no adverse reactions take place. The Titration is a method of proving how safe, or in fact, how unsafe, something is by means of the reaction test..................

Chlorine titration is done for all drinking water.
Chlorine is added to "breakpoint", the point at which all the organics are reacted. Then a little more is added to create a residual for distribution.
