Q1. Do you think that people who write in "Q & A" are in need of tuition in grammar and tuition in the correct usage of the English language ?

Q2. Have I categorised this question correctly. If I haven't, into which category do you think that it fits ?

I am a fierce defender of the English language. Sources which will enable someone to learn correct grammar, punctuation and spelling are more widely available now than ever. So there really is no excuse.
Teaching is the perfect category!

I think that anyone who writes "Q & A" is in as much "need of tuition in grammar" as anyone who is phrasing his or her questions with "Q1." and Q2.". I also believe that anyone who is asking questions about proper grammar should use proper punctuation. "Q2." has no question mark at the end of the first interrogative phrase. I do applaud your correct use of the prepositional phrase.

Quite a lot.I went to a grammar school and a great deal of emphasis was put on this subject.Punctuation,and spelling were considered to be of prime importance.Rightly so in my opinion.
Nowadays they don't seem to attach much importance to grammar etc.Quite a number of teachers can't even spell so what hope have the students got?

The constraints and structure demanded in grammar allows for great expression and truths to be told, and interesting twists to be uncovered. However, I feel as a former ESL teacher, that it is more important to say something than nothing at all. If a student, or anyone for that matter fears erring grammatically, great conversation, ideas and opinions may be missed. Say it as you wish! Let yourself be heard, good grammar or not!

I think you spelling and grammar police need to be more tolerant of people who are possibly less educated than yourselves. So what if some people don't know how to use grammar correctly.
